The Children’s Behavioral Health Institute (CBHI) is an initiative of the Commonwealth’s Executive Office of Health and Human Services to meet the needs of children and youth in Massachusetts who have serious emotional disturbance (SED) and their families. CBHI’s mission is “To strengthen, expand and integrate Massachusetts state services into a comprehensive, community-based system of care to ensure that families and their children with significant behavioral, emotional and mental health needs obtain the services necessary for success in home, school and community.
The CBHI services are coordinated across multiple service systems and include:
- Intensive Care Coordination (ICC)
- Therapeutic Mentoring Services
- In-Home Behavioral Services
- In-Home Therapy Services
- Outpatient Therapy
This Initiative is being made in connection with a federal class-action lawsuit called Rosie D. v. Patrick, or the “Rosie D. Case” which orders MassHealth to improve certain screening, diagnostic and treatment services for youth under the age of 21 who are enrolled in MassHealth. Services are set up to help parents and children get the help they need when they need it and where they need it most—their homes. They are based on Wraparound principles which include: a strong and active role of parents and caregivers; a collaborative, team-based approach to develop and implement a strengths-based, culturally responsive individualized service and support plan; and the involvement of a combination of professionals, natural supports and community members.
